Yes, I would bet money they follow the troubleshooting tables or flowcharts. That's what they are trained to do and it's about all the bad techs are capable of doing. When the bad techs hit the point where it says replace part X they replace part X without doing their own troubleshooting or logically thinking about what could really be the problem.
If they pulled codes and replaced every part associated with the code they'd be trying to replace the engine, PCM and every sensor each time they got an engine related code.
