What are you reading when you test the heater voltage?? You SHOULD have FULL BATTERY VOLTAGE. If not, you have work to do.
Heres the schematic that you need. Test the voltage AT THE FUSE test points. There are TWO test points on top of each fuse. Measure them to chassis ground:
The 12 VDC power comes from the ignition switch which is well known to have issues:
The GROUND WIRE can also have issues and cause the heaters not to function properly. Measure the O2 Sensor connector to ground and make sure that you have proper continuity. That SPLICE PACK is behind the battery and has been KNOWN to get corroded and cause issues

With O2 sensors the 2 wires that are the same color are the heater. Then, with the remaining 2 wires the lighter color is the negative. So between purple and tan the tan is lighter color so it's the negative of the sensor. This is referring to the color of the wires coming out of the sensor, not the car wiring harness.
