Default Planned Upgrades for 2003

I have be blessed to have my grandfathers vette passed on to me. She only has 20k miles 100% stock. My grandfather lived by the motto the only difference between men and boys where the price of their toys.

He always made all his toys bigger badder and faster except for this one. He left her stock and wanted me to take the journey of making her my own.

The goal is to keep her weekend cruise drive able but also feed the need for speed!

I know just enough about cars to know that i know absolutely nothing.
So i have been researching and trying to learn as much as i can. For the first go around have several plans for upgrades and wanted to get some opinions/thoughts/helpful advice.

I have about 5k to play with for this first go around. So i am thinking of starting with the way she breaths.

Start out with adding intake - I am leaning towards going with the black wing everything i have read on them seems to be a good choice and good fit. (for sure open to suggestions though)

Next i want to add headers and exhaust.
I am thinking of going the following route

Headers - B&B 1 3/4 long tube headers
Mid Pipe - B&B 2.5 X-pipe (My only concern is everything i come across say they are not street legal)
Exhaust - B&B Bullet quad tips

Then get a good tune on her.

Do i need to add in High Flow Cats?

I was also thinking of changing to 3.73 gears but to be perfectly honest i have no clue what all would go along with changing the gears (got a lot of research and learning to do) also i am not even sure it can fit into this go arounds budget.

I am in the Austin Tx area so naturally will be looking for a good shop to help take care of my baby. I have not found a lot of shops in actually Austin that seem to get many good reviews. I have been looking at lethal performance in San Antonio everything i have found about them they seem to be on top of their game. Would love some suggestions/advice where to get work done.

I am open to any suggestion or helpful advice i can receive as i begin this journey.
