Bill, I'm Having this same issue and I'm on a second receiver (used)
I'm doing an upgrade from a 99 frc that has tpms but I', up grading to the 01-04 set up. I can get fob but no tpms. However, when I install the original 99 receiver I can get fob and tpms. I'm on my second 01-04 used receiver and probably gotten crap. what do you suggest? Would the above step help me? If so,I don't understand what I'm suppose to shorting?
Should I just purchase a new receiver, which I don't mind doing but hate to find out it's something else.
I've disconnected battery and made sure I have strong voltage. I've also checked fuse 27 and have power to the orange wire on the receiver connector in both ignition off and on.
figured out the shorting bar, removed ,found no corrosion, check serial cable for continuity back to receiver connector all good. Have code B2262,B2263,B2264,B2265unable to clear them. also had code Ui000H on BO-RFA but cleared it and has not reappeared.
HMMMMMMMM,,, I read this several times and had a difficult time figuring out why you cant get them to work. Then, maybe I came across something... Hopefully I'm reading your reply correctly.
You say you are UP-GRADING to the new 2001-2004 receiver. It will NOT display the TPM stuff BUT, it will with your old transceiver (RFA)
You do understand that you have to have 2001-2004 FOBS, & TPM Sensors & the Late RFA for everything to work? You can NOT mix 97-2000 stuff with 2001-2004 stuff, correct???
When you have the late model RFA connected, can you get the TPMS screen on the DIC?
Just brain storming. Please let me know if Im reading your reply correctly.

No, I can't get the tpms screen on DIC with the 01-04 RFA. I do have the 01-04 fob, tpms,RFA and connector. When the 01-04 RFA is connected, I can train the fob but the tpms screen will not come up in the DIC. I press the option button and it stays on fob learning.
When I reinstalled the 97-00 connector and RFA. Both the fob and tpms screens will come up as it should.
It sure sounds like the used modules you are getting are Z06 modules. Possibly the source has had them returned until it's all they have left and stupidly keep sending them out?

Orange has built a small readout that I have mounted on top of my inside rear view mirror. The read out continually shows both Tire Pressure and Tire Temperature. It also allows for readout per tire to change to red if over or under set temp or pressure. What I have discovered after going to several Corvette performance shops and being unable to turn TPMS off that in 2008 US-DOT made GM disable the DPMS on 2001 thru 2004 C-5's because they were delivered with Run Flat Tires. So to disable the DPMS the Tech 2 must still be using a pre 2008 software as all software updates have been changed to disregard this DPMS turn off. The local GM representative informed the 2 dealers I had contacted of this software change. I have not located a Tech2 without updated software so I am running new correct DPMS sensors in my C-5. Hope this helps any one who is having trouble turning off 2001-2004 DPMS. I spent a lot of time and money getting to this anomaly.
I find this hard to believe. This means that replacing the RFA module or BCM on a Z06 with a new module would require installing TPMS sensors in the wheels since replacing either requires programming the option in the BCM to off.
I still don't understand how the RFA would be different from a Z06 and the rest of the models while still maintaining the same part number. Seems they would be different.
I'm just ordering a new RFA from a respectful seller, I'll get one from Gene. Should had done that from the start.
They are not different. But on a Z06 the TPMS is turned off in the module, hence it won't appear on your earlier car and you have no way to turn it back on.

Did you read through page 2 of the thread or just respond at the end?
I've actually read the whole thread and first posted on page 2, On page 2. I seen the words I guess ,I think and more questions than answers.
There is nothing solid on page 2 that indicates with any certainty the RFA can be turned off. However, I'm not saying that it couldn't be as I simply don't know. If I was to guess, I think I would say it can be, due to the issues some of us are having.
Yes, all I can do is guess what is happening based on the evidence. This would require a 2001+ car, a 2000- car and a TECHII to test enough to determine for sure.

I have a friend with a Tech2,He is coming over this evening and we'll see if it can be turn on. I order a new box today but,I would like to see if it's possible to turn on.He owns a 2004.
So we'll have a 99,04 and two box that have no tpms and half a bottle of Brandy.
Cool, you can report back on what you find and then we'll know.
OK, Hope this help.
On my 99, we were unable to turn the tpms off.
On his 2004 we were able to turn tpms off and on at will.
On his 2004,We swap my RFA . With his tpms, the tpms screen would not come on.
We did this with both of the RFA, both failed. He even turn them off, then on, Nothing.
Reinstalled his RFA from the 2004 in my 99 and my TPMS screen came up. Yeah!
Everything point to both of my RFA being bad.
Also seems you can't turn the tpms off on older cars as Bill Cullee had mention
Did you try turning the TPMS off in his car then putting the module into your car?
And yes, there was no BCM option to turn the TPMS on or off before the Z06 was released which was 2001.
Yes we tried it off first, then thought if we turn it on it would work But, It did not work in either cars. Though if it was turned off and on it would wake it up. No such luck. Was happy to see his work on mine. I have a new one from Gene tracking in for tomorrow.
