I have a 99 C5 that had an issue with aftermarket headlights...
The driver side headlight was jury rigged in the bracket and it broke two of the three mounting tabs so I bought a new set and after fixing the adjusters tried to mount the headlight assembly. What a PITA it was but now the assembly is not level like the passenger side and I can't get the surround on. Am I missing an adjustment some where ?

Wow!! It looks to me that you have two passenger side headlights! On the driver's side the housing angle is all wrong and if you flip it, it would match the passenger side...hence my conclusion that you are missing the correct right side housing.
