They are called a clip nut. They come in many different diameters and thread pitch. You can purchase them at many parts stores as long as you know what bolt you want to use them to retain. Take the bolt with you to insure you get the correct fitment. I can't help with a GM part number but you will pay 10 times the price if you do find them at a stealership..

The actual technical name for that is a "speed nut". They got that name as they were designed to clip in place and did not require a wrench or socket to back them up. The design allowed for quicker assembly as the cars came down the line. Many aftermarket companies make them. Check for Dorman products at O'Reilly's, Advanced or Auto Zone.
