2000 Headlamp Control Module test? I need a replacement...

2000 Headlamp Control Module test? I need a replacement...
I'm having battery drain issues and my best guess is that it is the headlamp control module. I've finally managed to pull it out and take it apart. The circuit board looks clean, no obvious signs of damage or burnout, for what that is worth. I assume it can still fail, not turning off and continuing to draw excessive amperage.
I have confirmed that pulling the headlamp fuse takes my amps wayyy down closer to normal so this module has got to be the problem. Maybe, lol.
At this point I'm wondering what to do. This part (16523917) is very expensive brand new, in the $500 range, or $150-ish on ebay for a used one.
I wonder if there is a way to test the circuit board now that I've got it out to confirm this is really the culprit before I spend all this money.
I suppose at $500 a pop it might be worth a gamble of $150 for a used one on eBay. It seems reasonably possible to me that this is the cause of the power drain and these modules are known to fail in this manner and drain your battery...
