I believe it is 106 pound-inch (lb-in). Some have mis-read as lb-ft in the past and broke bolts so I wanted to emphasize the units.

IMO, the roughly 9 lb-ft basically means: grab a quarter inch socket and just get it hand snug. That's about right, if you don't have a quarter inch torque wrench, which most people seem not to.
