Default Problem Lowering

My mechanic and I attempted to lower my z06 today. The bolt on front driver side is completely stuck. The washer is actually missing from the back. we tried soaking it, tried some heat, vice gripped..nothings working. The other bolts were tough but we got them. Obviously we can't lower the car though because this bolt just won't let it happen. Simple question, what do i have to do to lower this car?

try getting a bottle nose jack under the suspension on the lower a-arm and apply light pressure there to take the tension off the suspension that should allow you to turn the bolt...i had to this to mine and it worked perfectly...remember light pressure just enough to where you see it move a little bit and you can loosen the bolt

I tried that..nothing..also soaked the bolt..lol anything else? What if i get a set of coilovers? Someone also mentioned the eibach lowering kit. I don't know if this bolt is ever coming off.
