Default Headlight Issues

I'm having an issue with my driver's side headlight. When I turn them on, they both raise and come on like they should. When I turn them off, the passenger side goes off and goes down like it should. The driver's side goes off but then goes up and down several times stopping in whatever position it wants. I replaced the headlight control module and it still does the exact same thing. Any ideas?

Have you checked the rubber bump stops? There are 4 per headlight and they might need to be replaced. Also, there is a TSB that calls for shimming the driver's side motor.

You can find the rubber bump stops here along with the shimming washers

The bump stops are very worn. I'll try that. Thanks.
