Default Another LMC5 question?

I'm getting ready to install the LMC5 and have read the instructions many times, watched the videos a few times but one thing still seems vague and I'm sure it's been answered many times but it's this.
They say make sure your wheel doesn't lock with the key out of the switch before you proceed with step one. Well that's normal operation isn't it? I have no problems at all with the lock system, no messages and no 2 mph.
In another section on another page it says if it does lock when the key is out then you are supposed to put key in switch, turn on ign' to unlock it then pull fuse 23, turn off key, reinstall fuse 23, and proceed to step 1 which is disconnecting the battery.
To me this is just normal operation of a non-malfunctioning system and I can't imagine why they don't put that first on other pages information in the step one phase and say something like {UNDER NORMAL OPERATION} so as not to be so confusing since the rest of the procedure seems so well written and pictured.
Am I reading this right, Get in car, put key in switch, turn on ign. to unlock steering wheel, pull fuse 23 then turn key off and remove it then reinstall fuse 23. Then disconnect battery which is STEP ONE on the other page.
I believe I could damn near do this blindfolded after looking at it so much tonight but the beginning just seems a little fuzzy.
What is fuse 23 actualy doing after the rest of the install is completed anyway from then on?
I'm sure answering this is getting old and so am I as far as that goes

normal operation, the column would be LOCKED with the key out of the ignition. the pull fuse 23 process makes sure the column is UNLOCKED for installation of the lmc5
