Default Pop up headlight help!!!

Ok so here is the issue. I have a 99 C5. Over the past few months the headlights worked great. One went up a tad slower than the other one and the same when going down. But worked none the less. This morning I went out there and lights turned on and went up no issues. Got to work and they wouldn't go down. Everything else on the steering wheel controls worked the cruise control and all that. I checked the fuses the 3 & 4 for the motors looked great. I don't think both motors would go out together so I need ideas! I manually put them down and they do nothing now. What could it be?? Headlights still work.

The HCM is well known for having the case that encloses the electronics split open and let water inside.

HCM is located on the passenger side on the headlight bracket below the headlight. Looks like this:

There was a recent thread by a member that had successfully repaired his but most of them are not repairable once the electronics gets wet. Try searching for that thread. You have to remove the HCM to see the back side which is what usually splits open.

If the HCM is still good then the MFS is the other possible cause. It also is a well known C5 failure point. Try this thread for info on the MFS:

Usually when the MFS fails there are other lights that don't operate correctly such as the tail light, dash lights, or signal lights but not always.
ok so I've removed the HCM and it looks to be in great condition minus corrosion on the the plugs going into it. So I'm gonna try and get those cleaned up and see what that does before the next option.
