Car is a 1998 MN6 Coupe
The issue is the starter spins but does not engage to the flywheel.
I swapped out the starter and trouble persists.
Could there be something electrical that is not letting the starter engage
the flywheel?
No check engine light.
No BCM codes.
Hit both solenoid and starter with hammer, no help.
Removed TDR and jumped red to purple, same result.
Sounds like your starter is not engaging the fly wheel. Its not an electrical problem, when the solenoid is energized it moves the starter drive gear forward to engage the fly wheel while simultaneously the high current contacts provide power to the starter motor. It's a possibility that the starter you installed could have a bad starter drive, or as mentioned in earlier post that maybe your flywheel has some broken/missing teeth. Hope this helps.

Visual inspection was good.

The starter has a Bendix spring where the gear comes out of the hole and engages the fly wheel. When the starter spins the gear springs out on a twisted shaft.
Either:
A. The starter isn't spinning fast enough to throw that gear out. not enough voltage. Charge the battery.
B. It got wet and rusty from being near the road and it needs some lube.
Spray some WD40, PB blaster or KY through a red straw inside the plastic cover nearest the starter gear.
Remove the plastic cover by the starter and grease the starter gear.
