You can remove the tanks individually on jack stands in a garage; there's not much holding each one up other than the hoses, the crossover, couple straps and like four bolts. However due to the design of the tanks and their proximity to the center of the chassis it's much easier to have access to a lift.

Post ALL the codes and list them under the sensor that they show under. ie 10 - PCM or 28 - TCS or 40 - BCM......etc.....
First thought is that you can test if the pump is bleeding down easily with a fuel pressure gauge. I would do that before going any further. Not certain why the tech did not do that.
Connect the pressure gauge to the port on the fuel rails, turn on the key and the pressure should build to about 58lb. Turn the key off and observe the pressure on the gauge. Pressure should hold at about 58lbs for at least 10 or 15 minutes or longer. If pressure drops down rapidly the check valve in the tank has failed.Second when the car runs out of fuel how much fuel does it take to FILL the tanks??? 5 gals?? 10 gals?? 15 gals??? Please post that info.
Third the $800 price to replace the pump on an 04 seems a bit low to me since the tanks need to be dropped in the late year 03 and all year 04 to access the pump.
Fourth depending upon how much fuel it is taking to fill the tanks when you run out of fuel, part of the problem may involve a failed jet siphon pump in the passenger tank. The jet siphon pump transfers fuel from the passenger tank to the drivers side where the electric pump that feeds the engine is located. If the jet siphon pump fails you are only using the fuel in the drivers side tank which is about 9 gals or so. Fuel in the passenger side tank just stays there..........

You cant get much better info and recommendations that what 8VETTE7 provided. Something else to consider. There is a small check valve located in one of the supply lines near the tank that keeps the line pressurized and full. It is no longer dealer supported if its bad..
The late model tanks also had a recall for splitting tank seams. The recall has since expired. If your tanks fall into that series tank/s, I strongly recommend replacing them with the newer replacement tanks. The recall deals with a specific Vin Series.
