That's a good place to start and easy to check. Also check the splice pack SP100 pin F for corrosion. SP 100, G102 is located near the RH headlight assembly. If the splice pack and ground is good then you are not getting power to the lamp sockets. Refer to the fog lamp schematic posted earlier.
