Definitely hollow.
My C5 is modified with the STS twin Turbo setup with the Turbos in back. the air to the engine is pumped through pipes that are run through these frame rails. The bad news for me is that with them uncovered I wound up with a feral kitten up inside one of them when I overnighted in Bakersfield, CA where we were racing my son's car. Got out to the track and the girl in the both heard the little feller and it took us 45 minutes to get the little bugger out.
The girl took the kitten and named him Famoso after the track.
