Bill Curlee, help, help, help!
1. Twist the key to start, some relay inside the passenger compartment (I was listening over the phone) clicks, otherwise nothing.
2. Turn the key, pausing in each detent (Off, Acc, On, Start), and it starts each time.
No DTCs for the PCM, BCM, or IPC.
I'm thinking it's the ignition switch, but could it be something else?

it only takes about 1/2-1 hour to remove the switch depending on how familiar you are with removing the center console.here is Bill's thread for what to look for or how to repair/replace the switch

you can get a new switch from rockauto for about $60

Without that info, have you ever heard of the type of failure scenario I described before?

i'm not one to just through money in parts to see if it fixes something but to me the ignition switch on these cars should be considered a wear item.kind of like a fuel filter, you don't have to change it very often but once you start having issues it will only get worse until you change it out.
for a $60 part and a couple of hours it's worth doing because even if that isn't your current issue at some point it will become the issue.
