Has the instrument cluster or panel ever been out? Reason for asking is that the electrical connector used is really a one-time mate interference type connector; the terminals bend when first mated. So if disconnected the terminals do not spring back and so when re-connected the terminals do not make a solid connection again.
Now if the cluster has never been removed, then it could be a cracked solder joint somewhere within the tack or it is simply failing. Cluster is pretty easy to remove, disassemble, re-flow solder joints and then give it a try. Only going to cost you a couple of hours of time. Of course the terminals in the electrical connector will need to be removed, bent back to original position as well.
I had an intermittent tack in my '04 but this was after I had removed the cluster so I could get to the HUD and repair it.
