Key FOB Training not working.
I have a 99 C5 and I purchased a TPMS upgrade kit from Cultrag Performance which comes with new key fobs and module. I removed the old module, wired up the new module and went into the DIC to do the relearn. I went though the whole process....cleared DIC etc and it goes into FOB LEARNING but will not do anything from there. It will only stay in FOB LEARNING but will not do anything else. Held down lock and unlock but nothing happens. I went through old posts and no one had the answer. I tried everything except disconnecting the battery to reset everything.

BO-RFA NO COMM. No other codes present. Also when I scroll through options is now says PASSIVE UNLOCK - -. It never said that with the old module....my guess is Passive is no longer a function. Would that have something to do with it?

NO COMM is the cause of your not being able to do the FOB training. 
The RFA is not able to communicate across the Serial Data Buss.
I would go back and make certain you have the necessary wiring changes for the newer year RFA correctly done. The FOB's and TPMS transmit coded radio signals to the RFA and the RFA converts the radio transmission to a coded electrical signal that is sent over the serial data buss to communicate with the BCM, IPC etc. NO COMM is preventing this communication.
