1999 keep getting code pcm p0410 hc air valves??

1999 keep getting code pcm p0410 hc air valves??
Okay so i'm sick of this code. it gives me a CEL and is goes on and off every 30 miles or so.
I replaced both air valves and what a pain in the butt it was taking off hte intake manifold and getting the rear one out of the car.
anyways after changing both of them and reseting the codes its coming back!!!!!
any ideas??
The original air intake box had a nipple for the air injection to connect to it. I replaced my air intake with a Breathless Performance cold air intake ( i had to cut the radiator shroud and etc) on the new intake there was no nipple for the air injection to hook up to it so i put a breather cap on it and tossed it to the side and its is sucking in air really well.
im kinda lost and all the research ive done says it should be fixed with changing both the air valves.
any recommendation?
