My main question, is the PCM module for a 2000 the same as for a 2003? I'll be swapping out my 2.73's for 3.42's soon and I know that the PCM will need to be flashed with new shift points. My buddy parted out his 2000 C5 and still has the PCM module from it which he would give me. I'm thinking about taking it, ship it down to the guys at ECS in New Jersey (who I hear are the best for mail order tuning!) and just keep the one I have from my '03 with the factory program as a spare. Any feedback is appreciated.

You have to look at the part numbers, but off the top of my head I do not think it will work. 99-00 are a different part number than 01-03 if I'm not mistaken, than on top of that 03 is a break year that had two different PCM's, switch point was around November, computer carried onto the end of C5's in 04.
