When I'm in stop and go traffic my temp spikes. Clean air on the interstate is all good. Is this the thermostat or one of the relays? I've heard both. Thanks

Check the area in between the radiator and the AC condenser. They are notorious for clogging with road debris. You'll need a long handled soft bristle brush to clean it and or a power washer.

Definitely do NOT use a high pressure washer on the radiator to clean it unless you want to replace it.
Low pressure from the engine side toward the front of the car to dislodge any debris that has been thrown up against the radiator fins. C5's are bottom breathers and suck up anything on the road and that is the most likely cause of heaing in traffic.
However I would also start with insuring the surge tank has coolant up to the "COLD" mark on the end of the tank.
