1999 C5. No tail lights or dash lights after dark. Release the e-brake and everything is fine. Just thought this may help someone who might be having the same problem. Only changes made to electrical is all lamps have been changed to LED's along with a hyper light harness plus the rear tail lights have been changed to LED modified tail light units. Not sure if this weird problem was occurring prior to replacing all the bulbs/lights or not.
