Lately, everytime I drive it my engine light comes on or the service traction control comes on............I clear the codes but it is becoming a pain in the ***........do I need a new computer or what........I live in a small town with small town mechanics........need some input thanks long time C5 owner

You say check engine light and also Traction. There are 2 different computers.
If you need a new EBTCM (Electronic Braking & Traction Control Module) they are only available used and cost between $1200 to $2400, and that's if you're lucky enough to find the same exact one you have. There are several ones made for a '99 depending on options.
But first, as mentioned already you should post the codes you have both active and history.
I, thankfully, do not have the problem with my car..... yet? Hopefully ever.

On the top of the ebcm you'll find a sticker with a large letter such as V, M, or NK. You need to match the letter to the one you have on your car.
Example of the pump/EBCM bolted together. You can see the letter easily looking at the unit in your car. The pump rarely goes bad. The only part you need to replace is the half that has the letter.
