That's not a lot of info at all. Year of C5? Do both not open at the same time? Is it only one side that fails to open? Is car equipped with Twilight Sentinel? If so can you turn on Twilight Sentinel and headlights function properly?
Could be headlight relay. Could be motors. Could be multi-function switch.
If it is a single light that doesn't open then it is the headlight motor. If they are both doing it at the same time it likely isn't the motor. When the lights don't flip up, do they still turn on? If not, you may have a loose fuse.

More information on "C5 lights intermittent pop up" My vehicle is a 2003 Z06 with just 9K miles. No gear noise when problem occurs and both lights fail to open, or close, together. Sometimes they work fine. I checked grounds at front frame rails and they are all consistent at about .8 ohms.
Light doors are now stuck in the up position although I can raise or lower them manually. Headlights work fine. Whatever the problem is relates to both sides simultaneously. Any feedback given a better description of the problem than my first try would be appreciated. John
