I need help from some experts please….. A little over a month ago I purchased the replacement brass gears for in the Corvette headlight do to the infamous wearing out of the plastic gear in the C5. Upon initial replacement all operated fine. I went out of town to visit family for a little over a week. The car sat in the garage. When I returned I drove it. The headlight now only comes up part of the way. It won’t even come up 100% manually. Any ideas what the issue may be? Or, how to address the issue once discovered? I’m unable to access the screw on the outside of the plastic housing to remove the black plastic surround. Any advice would be great appreciated.

You said you purchased brass gears. Did you replace the plastic gear in both sides, or just in one?
Which side has the problem? Is the problem happening in the side with the new brass gear?
To gain access you could try to disconnect the motor linkage from below, after manually opening the headlight as far as it can go. Put the car on ramps or jack it up and open the bottom panel:

That's awesome news!! The driver's side gears were replaced years ago. Its the passenger's side giving me issues. I'm still not certain why it won't come up the entire way. Any ideas? Suggestions? If it was the headlight motor I would think it would be an all or nothing scenario.
if you have non-factory lenses, check the lens to body clearance.
When I replaced the OEMS with ACAs, and before I got them aimed properly, the rounded ACA lens hit the bumper cover and hung.
adjusted the aim, and the clearance/hang problem also went away.
Other than that, agree with chris308s suggestion- some object snagging the assembly...maybe one of the bulb/harnesses came loose/backed partway out ?
check it, so today i did my headlights, did the passenger side a few months ago and today was the driver sides time.. i got it all changed, then when i turned on the headlights drivers side was good to go and the passenger side came up half way, sounds like what yours is doing...
this is what i did, i turned the lights on, with the passenger side half way up i put a few turns on the manual adjuster, i took some wd-40 and sprayed the linkage, the part where it hooks into the motor. sprayed it real good. went back to the switch and operated the switch a few times and it has not came back half way yet.
The lenses are oem. So that eliminates that possibility. I don't see where it is getting hung up on anything. If I try to adjust it manually it will not come up more but it will adjust down manually or back up half way manually. I'm wondering if something is bound up in either the gears or the motor itself.

Did you check from below while a helper was manually opening/closing the headlight to see if something was interfering with the mechanism?
Compare the assembly to the one that's fine to see if you can identify any difference between them.
