Default C1232

I have had this code for awhile, and im looking to get rid of it.

C1232- Open or short on the LF wheel speed sensor.
Conditions to set this code- sensor signal and sensor return circuit voltage both less than .75v, both greater than 4.25v, or there is an open where signal is greater than 4.25v and return is less than .75v.

This code pops up immediately with ignition in the ON position, and comes back immediately after i clear it.
The wheel speed sensor has the correct resistance, and i have measured it all the way up at the EBCM connector. I have also spread/tightened up all of the terminals in the connectors down to the sensor. (so the harness should be ok)
Unplugged from the sensor, i am getting 5v on the signal wire.
With sensor plugged in, voltage drops to .868v on signal wire, .675v on return wire. The RH sensor reads 2.63v and 2.51v respectively.

It looks to me like the EBCM internal 5v supply for the LH speed sensor is unable to pull the load. If thats the case, would a supplemental 12v to 5v power supply on the signal wire be out of the question?

Try to measure the resistance in both wires 11- B and 25 - A . From EBCM to the speedsensor . If one of the wires is is starting to break up/bad connection it will result in a voltage drop on this place . This will result in a lower voltage available for the speedsensor coil .
