Just bought a 2000 frc and quickly ran into the "service column lock" and "pull key for to seconds" and fuel cutoff after 2 mph. I looked at the bcm and found something already installed. Is this some sort of bypass that could have gone bad? If so, any ideas in how to repair? Not sure if I could still install the lmc5.

Looks like a Compliance LMC-5, but the wire colors, no ground wire and splices are not the correct color of configuration. First off I would remove the bypass and bring the BCM back to a stock configuration and see if the failure goes away, if so the LMC-5 (or whatever it is) failed and go from there. If possible read the label and call Rich at Compliance and see if he can shed some light on device. If it's not theirs and the BCM isn't fried just install an LMC-5 and all you are good to go.
Your problem usually happens when the battery gets very low with some of the earlier CLB systems. It happened to me several years ago before I bought the LMC5 bypass and installed it. On some Corvettes you will get the pull key info and they need the brown wire bypass. The 2 mph shutoff was updated by the dealer during the early GM recalls, it takes tuning to either remove it or raise it to 256 mph.
If you're talking about that gray-ish box that's not an LMC5. All of that splicing and work is for the GM "fix".
You're in luck (?) owning a 2000 model. 1999 and 2000 MY C5s had specific TSBs that dealers were supposed to follow; they're detailed in the Column Lock sticky in the Tech section. Often they weren't followed properly or done incorrectly and cause issues later on.
I actually tried what was suggested in the sticky ( remove relay, install jumper) and no luck. I called Compliance asking about the lmc5 and they said it can be used in this case and should fix it. I'll post back when it's done. Hopefully that's it.
