Default C5 headlight actuators power

Can anyone tell me if the headlight actuators on a C5 always have power going to them even with the key off. I'm have been looking for excessive current draw condition when I hook the battery terminal it sparks and the actuators click Is this normal?

The HCM always gets power, and is always receiving the headlight close signal when the switch is off. When you connect the battery, the HCM always tries to close the headlights due to just receiving the headlight close signal after receiving no signal. It will quickly shut off power to the motors once it detects the surge in motor current due to stalled motors. A spark will almost always happen due to the number of always on components on a C5.
