Default All lights working except dash

Brand new to corvette forum , brand new vette owner , just bought a 1999 convert , flew down to LA & drove it back to Canada. noticed several things wrong / not working on the trip but the first was no dash lights at night , hud was working so could see speed, but had to buy a flashlight to check guages periodically.
Have read several posts saying guys have dash lights + tail lights not working.
In my case , all lights work , blinkers, flashers, tail lights, parks, marker lights, headlights, interior, glove box, hud.
And on the dash , the "mph" and DIC light up, and the dimmer switch brightens and dims them... but no dash lights.
I figured it must be a fuse, but on 2 occasions the first night of my trip, the dash lights flashed on for one second (literally) - then went out again. A 3rd time they came on for about 8 seconds - then went out again - and I never saw them again.
As soon as I saw the hushed blue of the gauges , I knew the bulbs were good, and it couldn't be a blown fuse.
The only other light that does not work is the climate control screen - although the dials on either side do light up.

Has any other c5 owner had this problem and if so , how do I fix it?

PS - the only other thing worth mentioning is that my blinkers are super fast. I read that usually means a bulb is out, but they are all working - just fast.

Congrats on your purchase. Recent purchaser of a 99 vert here also, so still learning about the car. However, having chased many electrical gremlins on numerous motorcycles over the years, sounds to me like a floating short on the feed to your dash panel lights. I’m sure others with greater knowledge specific to your issue will offer insight and recommendations. Enjoy your new toy.

This High Voltage powersupply is feeding two high voltage fluorescent UV tubes that get the gauges to glow
