C5 Seat belts

My 2003 C5 driver seat belt will no linger retract into the floor based unit. I have been told that replacements are not available. In order to get this unit out for a possible repair do I need to remove the seat first? Any advice on how to get this working again would be much appreciated.

If you can pull the belt all the way out, confirm it hasn't folded somewhere along the way. Might be as simple as that.
