Just bought a 99 c5 with 56k miles on it. Whistle noise starts around 62 mph and gets higher in pitch the faster I go. No noise when I take foot off of the gas. Sounds like it’s coming from the center of the dash. After market CAI, aftermarket stereo. It’s is an FRC model. Any thoughts to where I should look first?
My guess is you have an air leak. Have you tried revving the engine while sitting still? If the whistle repeats, you can attempt to troubleshoot. Get a can of carb cleaner and spray various components of your CAI. When the whistle stops, you have narrowed down your suspect area.
The way I see it don’t think it’s a vacuum leak...now when is engine vacuum the highest ???...at idle !!...vacuum decreases as the throttle plate is opened...that’s my 2 cents...ok, well maybe 1 cent !!

LOL !!...it’s a freebie my friend !!...that’s why you increase RPM to see if you have a vacuum leak when diagnosing a “lean code”...less vacuum so less air overall getting drawn in putting it simply...so long term fuel trims will decrease !!

There is no whistle at idle or when revving the engine. Just when I hit 60 mph. It isn’t road noise because the whistle goes away when I take the foot off the gas while driving over 60. Noise is there regardless of gear. I will check the hoses with carb cleaner and see. Maybe it’s as simple as a cracked hose somewhere.
