Default 2001 No DIC no start

I've had my 2001 Vert in storage at my in-laws since March while we added onto our house. I left it with the battery disconnected on a tender, and when I went about a month ago to finally pick it up it wouldn't start. The weird thing is theres no display on the dash either, so I can't pull codes that way. Some notes:
  • I checked the battery, both voltage and load tested, and it's solid.
  • I've had trouble with the BCM in the past, but unplugging it and plugging it back in would usually clear it up.
  • I do have an LMC5 installed from a few years ago.
  • I installed a new ignition switch about 6 months before I put it in storage

I'm back at my in-laws this week for thanksgiving, so I went ahead and ordered a BCM from Rock Auto to swap out. Similar results with the new BCM:



Edit: This video is slowed wayyy down for some reason

Some things I noticed:
  • If I press unlock on the key fob the odometer comes on, but still no button response for the DIC
  • Sometimes the dash lights are on, sometimes they're off
I have a bluetooth OBD2 connector coming Friday so I can pull codes. My shop manuals and all my tools are at home. Do y'all have any suggestions on what to check? Tomorrow I'll check the grounding points under the hood and see what condition they're in.

Quick update; I went through all of the mini fuses and they all look fine. I also took apart the ground plug in front of the coolant reservoir and its pair on the other side. The former had a decent amount of corrosion, but it's cleaned up now. Symptoms are still the same; waiting for the code reader tomorrow.

At this point I'm thinking I need to pop back out the ignition (I replaced it with a new unit ~1y ago) and check that it's reading the key's resistor correctly, or maybe replace the PCM?

I did replace the power cables running from the battery to the starter and alternator a year or two ago; I was replacing the starter, and the leads to it were corroded to crap, so I went ahead and swapped it out to top post cables, so they should be good.

So I got the module in the mail today, plugged it in and turned the key and everything came on like it was supposed to

I pulled a bunch of codes mostly related to things being powered off or disconnected, or me pulling fuses to see if there was anything obvious wrong:

After clearing the codes and letting it run for a bit the only code I have left is:
HVAC
B0446 - Right Actuator out of Range
This one's real, I can hear it rotating when I first turn the key, then eventually it starts clicking until it times out. I'll have to pull the dash to replace that sometime soon. Hopefully the mix is on cold! I'll drive it home tomorrow so I can tear into it as needed.

In software we have two stages of development:
- My code doesn't work and I don't know why
- My code works and I don't know why
I'm into that second stage now. Hope it helps someone!
