Anytime you get a No-Comm to any module you always check "power and grounds" first !!...which ground or grounds did you check and how did you accomplish this ??...then check power !!
best to check power and grounds AT the module with the connector plugged in.
Mr Bob, are these grounds the ones associated with the EBCM ??...are you using a wiring diagram specifically for your model year ??...you really can't start cleaning grounds and hope for a good diagnosis if they aren't associated with the EBCM !!...as far as power you normally have 2 power sources...power from the battery and through the ignition switch...on my '01 ABS fuse 52 is battery feed and ABSTRNS fuse 5 is hot in run...see if these 2 fuses are your fuses also and if they are not blown !!...now my EBCM grounds are G111(under the battery tray) and G113 which is on the left frame rail...maybe someone with a wiring schematic for a '99 can chime in !!
