Turn Signs and running lights

I would like my orange front running light/ turn signals to stay on, and then blink when I signall to turn. I just had a garage upgrade my turn signal wiring as it was getting old and my front turn signals only blink, then go off and do not stay on. The turn signal only lights up when I use the turn signal and then goes off?
How can I get them back to how I had them before.

Ok thanks for the feed back, let me try again.
Before they rewired my front lights, the front directional blinker worked in two modes. If I was not using them to signal I was turning left or right, they would simply stay on as my running lights.
So, after the rewireing, they only function as Directionals blinkers and do not operate as running lights when not in use as directionals. How do I fix this.
