The Z51 suspension uses a slightly stiffer shock due to revised valving of the standard FE3 shock. Springs are stiffer accounting for most of the increased harshness. Front and rear stabilizer bars are larger for less body roll.
1) The Z51 transverse springs are definitely stiffer.
2) I believe the order of stiffness (which I will define as compression dampening/ resistance):

e) Bilstein Sport
f) post 2002 Z06
g) pre 2002 Z06

Then there are Hal Adjustable 10 way and Koni adjustable 2 way and Penske infinite adjustments.
The Hal look cool - probably perfect for sreeters who drag race. Koni - may be best autocross. Penske - I want them but not at $500 a piece plus.
