That little unit you are talking about with the 9v battery that plugs into the cig lighter is not a battery charger. It retains your memory/radio settings in the event of a battery failure. Ecklers sells them, as well as others.
I don't think that this 9 volt device will keep the battery from dischargeing. More than likely it will drain the 9 volt battery as well. Sounds like you either have a circuit somewhere that is constantly on or maybe a weak battery. If you only drive it once every week or 2 then I would suggest the "Battery Tender" to keep your battery in good shape. It comes with a quick connect plug so you can set it up where you don't even have to open the hood to plug it up. Sounds like you really do need something to maintain the battery because of it's infrequent use.

We sell a priority start battery saver, you hard wire it to the battery and leave it there, whenever battery voltage drops below 12 volts, it disconnects battery voltage untill you turn the key, then it automatically resets itself. I have three of the generic battery tenders that I use on my 56, 64 and the lawn mower. I purchased them at Harbour Freight for less around $9 each on sale (normally around $16). They work great and have used them for three years with no problems. If I'm not going to be driving my 98 for a while, I put on of them on it. They supply a 13.5 volt charge at 1.25 amps.

You can also get Battery Tenders pretty cheap at any Interstate Battery dealer. They sell it with their logo on it for about $20 cheaper than battery tender does.
