Default Headlight Issue

My right light refuses to go up but the left does. Fuse is good. No grinding sound. So my SWAG is it is either the steering column MFS is the problem or the Headlight Control Module is toast. I do not just replace stuff hoping it solves the issue. A motor issue is the probably the least cause. In 6 years of ownership (now 45K bought at 32K), I have never driven at night and only ‘exercise’ the headlights about 6 times a year.

Question for the electrical C5 Gurus, does the electric flow from the MFS to the fuse, or directly to the HCM then to the fuse, then to the motor?
Thanks for your replies.

If you raise the light manually will it go back down when you turn them off? Check the little plastic bump stops. They are white and look like chicklets. They can get worn and cause the actuator to bind and keep the light down. When mine get worn I can turn on the light switch and then turn the manual **** just to get them started and they go up.

Thanks Silver85 for the reply. I checked all the bump stops and they look brand new, no wear. My SWAG is the problem is either int MFS or the HCM. Still would like to know the electric flow sequence to the fuse.

Fuses are designed to protect the wiring of the circuit so it will always travel from the fuse to the module first, then to the headlight motor. You can open the module and inspect for damage. There are several threads that show some pretty good pics.

Wiring diagram and troubleshooting document attached. Really helped me figure my lights out.
