Hello all, this is my first post on the forum.
I understand that there is a ton on content regarding this topic but at this point I am all out of ideas. So here’s my situation..
Purchased my 99 manual C5 in June of 2020 with 44,000mi and I couldn’t be happier with my C5. I had no issues until OCT of 2020 when I got the dreaded “pull key wait 10 seconds” and “steering column lock.” I originally bought the LMC5 and had no luck after installation so I ended up bypassing it by jerking the steering wheel left and right. Which I used from then on out. The column lock issue was very random, some weeks it wouldn’t happen and some days it would happen constantly. Well finally about 2 months ago I went to jerk the steering wheel and it came free very easily. Thinking it was weird I proceeded on as normal. Now here is where I’m at.. The steering wheel is permanently free but I’m still receiving the column lock and pull for 10 seconds. I’ve called Chevy and they said the recall has already been serviced. I’ve reinstalled the LMC5 with no luck. I’ve even installed it and uninstalled it several times thinking it was user error. I’ve been in contact with Compliance Parts and they have been nothing but helpful. But unfortunately I still have had no luck. They’ve suggested I the pull codes and see if there’s a comms issue. I’m still working with them but want to reach out in other areas and see if anyone has any suggestions. What makes it more frustrating is that due to my job I work long hours and am out out town more than I’m home. I’ve called a couple of shops that specialize in Corvettes (unfortunately all are 2+ hours away and I’m stationed in Savannah, GA) and one seems to think it has something to do with a steering column lock actuator. Just wanted to get some advice from the pros before I give up and have it towed two hours out. And suggestions or help would be greatly appreciated as I am leaving again very soon.

Here’s what’s been done so far:
- Spent hours looking through the forums and on YouTube trying different ways to fix it
- I bought it with a new Optima battery, correct voltage and trickle charging when it’s not being driven
- Checked over the LMC5 wiring several times, it’s correct
- Loosened and reset the screw on the bottom of the BCM
- Pulled the codes, all are history

So the steering wheel is free and not locked, correct? Car is drivable, correct? Did you do brown wire mod? Richard told me to turn key on but no start until gauges sweep then crank the car, gives BCM time to set for lack of better word. Does car cut off due to recall which GM programmed to cut off fuel at 5 mph to cover their butt. I had my mph increased to some ridicules number 200mph so I never get into that situation. If car is drivable. Wheel is unlocked and doesn't shut off I would just continue resetting it. Hope u get it figured out.

Unfortunately I either call when they’re closing or I don’t have much time when I do call. So it’s been a bit of a drawn out process haha. Going to call him back this Monday to see what else I can try. I’m starting to wonder if it’s a BCM issue or something else. I’ve heard that there is a place to send in your BCM and have it reprogrammed. I’m assuming it would be way cheaper than outright replacing it. Has anyone heard of this? Ahh, yes I did forget to mention, yes it is stuck on the 2mph fuel cut off. I also replaced several fuses as well. Can’t recall the number at the moment but I made sure to replace the one commonly associated with this issue.
Again, really appreciate any and all input. Really sucks to have such a fun car collecting cobwebs in the garage
Seeing that you've spoken with Richard/ Compliance Parts and tried a few reccomendations from his end already...have you tried using another key (if you have others)? Sometimes the pellet gets gummed up or worn out. Which causes the same issue.
If you have just one key try cleaning around the pellet with some alcohol pads. If you have another key try that. This has been the cause of the issue for some over the years. Who knows maybe you'll get "lucky" and it won't be the BCM.

Have someone with a tech II computer to set something greater than 2mph fuel shutoff.
I’ve tried just about everything I could think of. After spending several hours reading through forums, trying different fixes (including the brown wire fix), and speaking with Richard many times, I’m going to bring it to a tuner here very soon. I really hope this fixes the issue considering I will have to tow it 30 minutes out.
on a side note, I spoke with Richard 2.5 weeks ago and he said he would send me another LMC5 incase something was wrong with the first one. Unfortunately I never received it. Knowing the mail in my area is consistently delivered to the wrong house or never delivered at all, I decided to give Compliance a call. I’ve tried calling for over a week now and haven’t been able to get a hold of them. Instead of the normal voicemail, I now get a voicemail for a different number than the one listed on their website. I’ve also tried both of the emails listed and haven’t received a response. Anyone know anything about about this?

Not sure what to make of Richard's situation, he has always returned my call or returned my emails but that's been a few yrs. Good luck sorting it out.
You need to replace the relay under the passenger side door under dash. Get replacement relay AC DELCO 15-81106 or omron 21997408 AUTOZONE or Oriely auto
