It could be the power connector to the headlight. Open hood, locate the connector, disconnect, clean, spray the connection with electrical cleaner such as CRC Mass Air Flow Sensor Cleaner. Last year I replaced my right headlight with a new one, So when it did not come up this Spring, I was confident it was not the motor. Cleaned the connections and all has been good for 7 months.

My drivers side on my 2000 vert does this once in awhile. Since I drive very little at night, they don't get used very often. I found that after opening it manually, it would pop right up. So now I turn the lights on whenever I'm driving the car to "excercise" them. I don't leave them on. I just turn them on for a few miles, then off. Did this for a week or two, and no more issues.......
