My 1999 Coupe will not pass emissions here in Maryland because the check engine light never comes on at start up. I pulled the instrument cluster and changed all the bulbs (not that bases) and this did not result in the check engine light bulb firing up (totally frustrating).
Anyone have additional ideas that might help resolve this issue?
Power for the bulb is supplied at the IPC (IGNITION 1 voltage) and the PCM grounds the circuit there so it’s best to start at the “horses mouth” and see if the PCM is indeed grounding that circuit when you turn the key to ON…at the PCM the connector is C2 and the pin is 46 which is a brown/white wire…connect a 12 volt test light to battery POSITIVE and see if the light illuminates when you turn the key ON…if it does your issue may be power to the bulb or the circuit from the bulb to the PCM..looks like the circuit from the bulb to the PCM goes through the underhood fuse box !!…the wiring is from my 01. Maybe someone with a 99 can verify the wiring.
I don’t know what you mean by “correction or change” ??…you will need to check the wiring from the IPC to the PCM…there could be a few things bad here even a bad PCM…are you good with a test light or a DVOM ??…if not you could take the car to an auto/electric shop in your area.

Yes, 99 is exactly the same.
Are you getting DTC P0650?
