I am having problems, (02 C5 base), with the fog lights not coming on and the hatch is not opening via the switch on the dash. However, the hatch will open with the key fob. How do I test to see if the female receptacle that plugs into the hatch/ fog light switch is getting current? Please be specific as my auto electric knowledge is weak. I will need settings on my multi-meter, etc.

As far as the fog lights go check fuse 32 in the IP fusebox and with the stalk in park or headlights see if you have 12 volts at the orange wire of the switch (it looks like that orange wire is hot at all times and probably the BCM supplies the ground only when the stalk is in park or headlights but check it both ways)…as for the rear hatch also check the orange wire which should have 12 volts all the time…if you have 12 volts try jumping across the orange and black wire bypassing the switch. We know the relay and latch motors are working by using the FOB instead of the switch.
Fogs don't turn on if the light stalk is off iirc, so do they not work when your lights are on?
That is correct but it looks like the load side of the fog light switch is “hot at all times” but the BCM will supply the ground to the switch when you have the parking or headlights on.
