Default emission issues

I have an 03 Z06...405 HP LS1....
the issue im having is not able to get it ready to smog....
I live in Las Vegas and have to pass smog to register the car. I;m currently running on a temporary tag that expires in about 2 weeks.
It has after market exhaust. My mechanic says there are no front bungs for 02 sensors and that the front 02's are in the rear position (after the cats). There is no bungs for the front sensors to go into.
He says the car has probably been tuned to run like this. He thinks it was set up to track. He's wanting to replace the exhaust with original pipes.
Im going to pick up the car as I think he is over his head, but I still need to figure this out. I'm not sure what exhaust is installed
Im really not sure where to go to from here..

I should be able to pick up the car tomorrow. I'll try to get him to lift it so I can get pics....

Add bungs at the correct location on the head pipes. They can be weld on or clamp on. Put new O2 sensors in and use the rears for the stock rear O2 locations. Check and or adjust PCM programming. Hope the original wiring is still there for both locations.

I agree with jim993, but I think photos are important because if it's at this level of screwy-ness, I expect there to be surprises beyond adding the correct bungs, O2 sensors, and the right tune.
