I’ve had the car 18 years and just noticed.
When in Drive, 3, or 2 at idle car will move forward when I release brake. In 1 it will not move at idle. It’s as if brake is on. It accelerates normally with throttle. Is this design or a malfunction?
Since RWH must still be leaving work I can tell you it is not normal.
Sorry. Got sidetracked. I can confirm as well that it is not normal. Sorry again for the delay. I would wonder if you have any DTC's related. Does it do it in reverse as well? Fluid level good? Filter need changed? Just ideas off the top of my head.

Update: This only seems to happen when trans is cold. After normal temp is reached all ranges act the same. Car moves forward at idle. In Reverse car rolls backward at idle. Have not checked fluid but there is no sign of leak.

I'll agree!! When trans is hot, fluid is thinner (loss of viscosity), and then flows easier. I'd drop the pan, and inspect the filter, and closely inspect the pan magnet for ferrous garbage. I remember my old 700R4 (basically an early version of the 4L60E, w/o the E) in my IROC Z was stuck in first gear. When we dropped the pan, I had never seen so many metal shavings and metallic powder in a transmission before!! The T/C clutch had failed, and ruined the trans. I don't think you have that issue, but you definitely need a fluid change and filter. Then see if that takes care of the issue......
