My friend has a 1998 and the headlights, along with the headlight motors opening has failed. Turn signals work fine and if you pull the turn signal lever the bright lights will go on while holding the lever back. The headlight motors wont open in any mode. Checked all the fuses and relays and they are good. Thinking a BCM maybe?? anyone had this experience? tried all the wiggle tests motors turn signal stalk etc etc.
I had an intermitent problem where some times both head light doors would not open. Replaced the head light control module and it seems to have solved the problem. The head light control module is in a fairly easy place to get to.

Doubt that it’s BCM. Pull DIC codes to make sure. Could be Headlight Control Module. It is located on passenger side front fender behind the headlight. Here is a link to a project I did several years ago. It may help you troubleshoot. https://www.corvetteforum.com/forums...ol-module.html
I suggest before spending money on anything, disconnect the connectors from the headlight/Control Module and make sure there are good connections. When I replaced my passenger's headlight motor after very noticeable grinding, 2 months later it would not open. I checked the aforementioned connections, some issues were noted, cleaned and reconnected. No further problem for 2 years.
