My windshield wiper washer jets only dribble a little bit when activated, what's the troubleshooting order of operations to find whether it's clogged nozzles or a new washer pump needed?
I'm fearing a pump is needed since both sides dribble, but open to guidance.
Sounds like a medical problem, couldn't resist that one. Check the small hoses that run to the spray nozzles if those are okay it might be the pump as you suspected.
Any chance of a pinched line somewhere? Not a vet, but my daily had that issue and the washer line was ran in a way that it could get pinched when the hood was shut if it was not moved out of the way.
Shop says they found a cracked line under the cowl, so replaced it, but all of the nozzles are clogged. Also said there's no way to replace just the nozzles and whole wiper arms need replacing? That sounds odd since I see nozzles being sold separate, can anyone clarify what the shop might've been talking about?

It sounds like that they're talking about ripping you off!!
I had a nozzle plug on our Envoy. When I went to remove it to blow it out it crumbled. This is on an 07, I suspect your car will do the same. Easy enough to just buy new nozzles and swap them in.
