Default Steering rack / harmonic balancer replacement

I know this might be digging deep, but anyway... The two bolts that hold the rack, I have a washer for the driver's side nut, but not the passenger. I just wanted to see if anyone that has done this recalls if there is suppose to be a washer on the passenger side nut ?? The backstory is I started this job 3 months ago and immediately after starting I tweeked my back so it's been sitting and my memory of disassembly is not good at this point. I know, I know, I should have been more organized. All the other bolt were put back in the holes. I just want to make sure I'm not missing a washer.

Mine had been apart previously, but it had a washer for passenger side but not driver side.
