For the non-believers. From 2000 FSM.
Quote from first paragraph. "The PCM also uses A/C refrigerant pressure sensor to enable the engine coolant fans when the A/C refrigerant pressure is high."

That's right that's why you can get the fans to come on even before you get to low speed temperature set point.
