Have you checked for trouble codes? Any recent work done to it? Has it been sitting a while and just recently started doing this? Rodents? water intrusion? A little more history may help us? My first thought would be a dead cell in a battery also. A load test will show this, a volt meter( unless you know what you're looking for) will not.
Top leaks a little but there wasnt any water around the fuse box or ECM. It ran fine last Friday we got back from a trip and this morning nothing
It started fine once today. Then it was back to not starting. Nothing done to it other than repalce some burnt out bulbs with LEDS.
I belive you have a problem with the Ignition switch contacts or a bad electrical connection. The Ignition switch has contacts that power relays that provide power to the cars different systems, hence you have some power, but not to the part of the car that performs the gauge sweep and such. I am betting the one time it started it did do the normal gauge sweep and indicators turning on and then turning off before starting?

yeah it did. I am going to put a new stereo in it so while I do that I’ll take a look at the ignition switch

so the carpet under the seat is wet and the footwell is wet. Have the carpet pulled back to dry but will prob remove it and shampoo it. We had a major storm while we were out of town.
tue car started again and ran fine till I cut it off. Then it wouldn’t start again.
I have a new ignition switch coming to put in when I replace the radio so I don’t have to pull the dash apart twice.
just the new developments. Hope I can get it going again.

When you open the driver's door you will see a rubber boot between the door and pillar...pull back the boot and inspect for loose connections at the connector there...it sometimes gives go no start conditions !!...you said when you shut the door it cut off.
Not a betting man but I will bet that the BCM probably got wet, that will prevent a car from cranking over and starting, I would let it dry out a couple more days.
Is there any visible corrosion on the board? There are several rebuilders of BCM's one them is G7 Computers heard very good things about them. If you buy another BCM you will have to do a relearn procedure, or maybe it will start working. Did you look at the connectors inside the rubber accordion they could be the cause of your cars no crank as well.

I cleaned it with alcohol and didn’t see any.
where is the accordion you speak of?
sorry new to C5 Vettes Thanks for everyone’s advice
The accordion boot is between the door and car, the driver side seems to have this problem because it gets opened and closed more then the passenger side. Loose electrical connections happen in the connectors that contain the female type contacts. This bad connections cause a loss of communication with all of the cars modules which can prevent the car from starting.

Gotcha. I will look at it this evening. its near 100 degrees here. Thanks so much!
Seems like you have bad ignition switch contacts, there is a write up here on the forum that details how to clean the switch contacts, or simply buy a new ignition switch, be careful there are a lot of made in China switches.
