My c5 check engine light came on and first displayed in communication center, “engine at reduced power”

The FIRST thing you’d want to do is check for any codes…that may help in a diagnosis…your issue can be a handful of things…what fixed one car may not fix yours.
One thing to try, is to disconnect the battery for a while (like 1/2 hour) and reconnect. Sometimes a fault can be spurious and this will clear it. Otherwise it's Tech II time to find what triggered the problem. I had it once due to a sensor failure. Dealer found and fixed it quickly.
My ignition switch was a culprit for the exact same message. The car would start rough, but the cluster gages and the AC would not turn on.
I ended up pulling all the fuses that said BCM on them in the passenger footwell. There are maybe four. Non were blown. One of the fuses made the BCM click and reset when I re- inserted it. All was well again.
I have a new ignition switch in the car now. I'll report if it occurs again.
I've had different issues with this switch if the key was not in it just right.
